A. COUNCIL COMMUNICATIONS:
1. Manager: I will be away from Friday evening until Sunday afternoon. The Chief will be in charge while I am away. Both he and Dispatch will know how to get a hold of me.
2. Upcoming Events:
• The annual Health Fair will be held on Saturday, September 25, 2004 from 9:00 AM to 2:00 PM at the Wethersfield Ambulance Facility on Prospect Street. I have attached a flyer on this event.
3. Council Committee Dates:
• Rules and Procedures – Monday, October 4, 2004; 6:30 pm
4. Department/Division News:
• Economic Development - Attached is a list of available commercial, industrial and retail properties which will be given to realtors and prospective developers.
• Elections Department – Attached is voter registration information from the Registrars of Voters.
• Physical Services: Resident Marguerite Alpert wrote me an email to say thank you and to praise the work of Bob Bauer, Sal Canceliere and their crew in preparing Charles Wright School for opening day. Good Job and thanks to our hardworking employees! See the attached email.
• Library – I am attaching the monthly report of the Wethersfield Public Library. The Library reports that the public access computers in the library were used 26,302 times. The Library's story programs for 1 year olds and 2 year olds are filled and have waiting lists. The 3 classes for 3-5 year olds have a total of 77 children signed-up. The Family story time has 20 registered and the book discussion program for 1st-3rd graders has 18 children planning to attend. So a total of 181 Wethersfield children are enrolled for the Library’s preschool and school aged programs. Library Director Laurel Goodgion will be part of a panel presentation on library director/library board relations at the New England Library Association annual conference, Sept. 27th in Manchester, New Hampshire.
5. Board/Commission News:
• The School Projects Building Committee will meet on Monday, September 27th at 7:00 PM in the Media Center, Silas Deane Middle School, the announcement and agenda are attached. Town Council Members are invited to tour the Stillman Building at 6:30 PM. Meet at the Stillman Building.
• The Zoning Board of Appeals will meet on Monday, September 27.
• The Library Board will meet on Tuesday, September 28.
• The Strategic Plan Committee will meet on Tuesday, September 28 at Silas Deane Middle School.
• The Board of Education will meet on Tuesday, September 28.
• The Historic District Commission will meet on Tuesday, September 28
• The Shade Tree Commission’s Annual Report is attached.
6. Council Questions/Answers:
• In response to a resident who spoke at Public Comments on how they should not have to pay for using Cottone field, attached are the regulations governing the use of Cottone Field, There are no changes from the past policies and procedures.
• The handicapped parking at the High School is temporary so that handicapped people can access the games from the high school parking area during the fall games. It was covered as it had just been painted and staff wanted the paint to dry.
• The washout on Heritage Trail has been occurring during heavy rains in the same area for a long time. The washout area has not changed since construction on the field. After Saturday's rain, the staff did clean up the trail.
• The straw poll that was discussed at your meeting on Monday for sidewalks on Two Rod was taken at a Traffic and Transportation Meeting many years ago. Not all residents of Two Rod were at that meeting, and it was nothing official.
• The cost for the dredging of Mill Pond is in the Mill Woods Master Plan.
• The Chief will get you the monthly maintenance costs for the Nextels; He also said that any additional costs for the Nextel phones would come out of his future budgets.
• The Economic Development and Improvement Commission discussed both their meeting time and lunch provision and have decided to maintain the noon meeting time. The members agree that attendance has increased since they began the noon meetings and they always have a quorum. The members will pay for their lunches.
• Attached is a letter from the President of Wespro, Ltd. regarding the rejection of the Sidewalk bid.
7. CRCOG: Staff is completing a survey for CRCOG on non-tax revenue. When completed, this survey will be a good tool for us to use to look at how are fees compare with other towns..
8. COST: Nothing this week.
9. ICMA: Nothing this week.
B. PROJECT UPDATES:
• Cottone Field: The most recent punch list is attached. Also attached is an email from a Westway resident proposing installation of a sound-buffering wall.
• CIP Program: Attached monthly status report.
• Town Hall/Library Renovations: Director of Public Works Turner informs me that he has met with the contractor, Nutmeg Companies and they have begun developing a schedule for renovation work. They are looking to identify “artifical” barriers to the schedule, such as election needs, storage of turkeys for Thanksgiving, etc. Not all requests can be accommodated. I must point out that once construction begins, the Town Hall and Library Meeting rooms on the ground floor will not be available for use. The contractor is expecting to mobilize on October 4th.
• Police Station/Radio System: Attached is the most recent correspondence from Motorola regarding the continued static in the radio system.
