A. COUNCIL COMMUNICATIONS:
1. Manager: I will be away from Saturday morning until Monday evening. Chief Cetran will be in charge while I am away and Dispatch will know how to reach me.
2. Upcoming Events:
• The Referendum on the Bond will be held on Wednesday, July 21, 2004 at the Pitkin Community Center from 6 a.m. to 8 p.m.
• The Employee Luncheon, honoring our employees, will be held Thursday, July 22nd, at noon at the Community Center. Please feel free to join us.
• The Therapeutic Recreation Program and the Wethersfield Advisory Committee for People with disabilities will host their annual Outdoor Picnic on Wednesday, July 21, 2004 from 5:00 p.m. to 8:00 p.m. at Mill Woods Park. Please call Natalie Morrison at 721-2952 to make a reservation.
• MetroHartford and the Greater Hartford Arts Council will hold a “Neighborhood Studios VIP Day on Wednesday, July 21, 2004 between 9 a.m. and 3:30 p.m. at the Greater Hartford Welcome Center, 45 Pratt Street. A copy of the invitation is attached. I went last year and it is amazing to see what our young people are accomplishing in the arts field. I would encourage you to attend.
• The Grand Opening for Bed and Bath will be held on Thursday, July 22nd, at 10:00 am at the Store. We hope you can attend this exciting event.
• The Chamber After Hours Event that was cancelled last week at Spicy Green Deli has been rescheduled for Wednesday, July 28, 2004 at 5:30 pm

• Shared Services – Monday, July 19th, 5:30 pm
• Silas Deane Committee – Tuesday, July 20th, 5:30 pm, Conference Room
• Public Safety Committee – Wednesday, July 21st, 6:00 pm , Town Manager’s Conference Room
4. Department/Division News:
• Fire Department – Mr. Jim Shugrue has been reappointed by Chief Clark as the Fire Department’s representative to the Volunteer Firefighters’ Pension Committee as of January, 2004.
• Recreation & Parks - The staff moved the gymnastics equipment from Webb to Silas Deane Middle School. Received help from gymnastics staff and Physical Services Division.

• Therapeutic Recreation will hold an Aquapalooza Event – July 23 – Willard Pool.
• Summer Concerts – July 13, 20 and 27 and August 3, 10 and 15.
• Teen Theater Production of “Babes in Arms” – July 22, 23 and 24.

• Dance & Drama for the Young – Show – August 3 – 5:00 p.m.
• Dance & Drama – Dance Show – August 3 – 7:00 p.m.

• Social & Youth Services – Attached is a copy of the draft Research Proposal developed by the Center for Public Policy and Social Research at CCSU for the Department of Social and Youth Services’ Evaluation of Services and Programs. This was something that was requested during budget time. There is no money budgeted for this project.
• Emergency Management – I have attached an organizational chart which Richard Fippinger put together and reviewed with relevant staff in case there is an emergency.
• Building Inspection Division – I have attached Chief Building Official’s Brian O’Connor’s monthly report.
5. Board/Commission News:
• The next School Building Committee meeting will be held on Monday, July 26, 2004 at 6 pm.
• I have attached a draft proposed criteria that the Conservation Commission is reviewing for the Town Council and the Commission to use as a guideline when deliberating on future land purchases. They hope to have a final draft to you within the next few weeks.
• The Brainard Airport Noise Committee, which meets quarterly, had their meeting this week. I have attached the number of noise complaints since our last meeting along with the operational numbers for Brainard Airport

8. Miscellaneous:
• Attached is the CRRA Tonnage/Minimum Commitment Report for Wethersfield for June 2004.
• I have attached a FOI request from the Taxpayers Association along with my response on the Winding Brook Turf Farm.
• The Town of Tolland had gone to court over a State Labor Department decision which mandates that Towns must pay for overtime from the moment the person is called until they are done with work. I have attached the press release from Tolland. The Town won the case and Towns only have to pay overtime when they report to work.
B. PROJECT UPDATES:
• Blasting on Nott Street went very well this week. The charges were extremely low and moved quickly allowing for a large amount of work to be completed since the project started. As of today, Woodside should be complete and they will move on to Nott Street next week.
• Stillman Building – Lisa Hanthingy, Finance Director, and Tom DiMauro, Project Manager, are working together to make sure all of the past accounting on this project is correct. Lisa had found a few discrepancies, so Tom and she are going through the project from start to finish. She hopes to have a report very soon on this.
• Cottone Football Field – Drainage on this project should be completed early next week. The contractor will then begin grading and installation of the artificial surface should begin towards late July. The meeting with the residents went very well. I have attached a list of their concerns which I will be addressing with the Board of Education staff and the Town staff and hope to have a report on each of these items to you very soon.
• Kathy Bagley and I will be going to the next Board of Education meeting on Tuesday to ask for a one year extension for the Board to sponsor our pre school recreational programs. We are currently putting together the application for licensing of the program and this year extension will allow us to continue the program while we go through the State review.
