A. COUNCIL COMMUNICATIONS:
1. Manager: I will be away from the State from April 3rd and returning on April 8th. Chief Cetran will be in charge. There will be no management report next week. The Town Hall is closed on Friday for Good Friday. Have a great week and wonderful holiday!
2. Upcoming Events:
• Congressman John Larson and a representative from the Center for Medicare Advocacy will speak with seniors at the Wethersfield Senior Center on Wed. April 7, 2004 at 2:45 p.m.
• On Wednesday, April 7, 2004 at 9 am, CCM, will be hosting an informational meeting on the ECS Cap. Invited towns are those who would be most affected by a change in the cap. The meeting will be held at the Hawthorne Inn in Berlin on the Berlin Turnpike. A letter about this meeting is attached. If you wish to attend, please RSVP to the woman listed on the letter.
• The Capitol Region Partnership is hosting a Special Legislative Reception on Tuesday, April 13, 2004 from 4:30 p.m. – 6:30 p.m. at the State Capital. Please RSVP to Kathy Dub at 522-2217.
• There will be a Tri-Town Networking Social (Rocky Hill, Wethersfield and Newington) on Friday, April 16, 2004 from 5:30 to 7:30 pm at Newington High School. On Saturday, April 17th, from 10 AM – 4 PM, the Newington Chamber of Commerce is sponsoring the 12th Annual Home and Business Showcase. Flyers are attached on both events.
• Pat Meskill from our Social and Youth Services Department is organizing our annual “Bring Your Child To Work Day” on Thursday, April 22nd. Children of our employees will be with us for the day to see where the parents/grandparents work and to learn about Town Hall. We thank Pat for putting together this great event.
• The Dept. of Economic and Community Development will sponsor two (2) days of training on Federal acquisition and relocation requirements at the Rensselaer at Hartford Center, 275 Windsor Street in Hartford, from 8:30 a.m. to 4:30 p.m. on Wed. April 28th and Thursday, April 29th.
• On Tuesday, May 11th at the Pitkin Community Center, two presentations will be made on topics of interest to seniors and their caregivers. At 1:00 p.m. the topic will be Changes in Medicare, and at 2:00 p.m. the topic will be Fall Prevention. Both presentations are free and open to the public.
• CT. Light and Power is sponsoring a Southern New England Economic Summit 2004 Outlook at Foxwoods on May 14th. I have attached a copy of the agenda. If you are interested in attending, please let Gale or I know soon.
2. Council Committee Dates: Shared Services, April 13, 2004, 5:30 pm, Town Manager’s Conference Room
3. Department/Division News:
• Tax Collection Division – Attached are the reports for the tax collections for the current and last fiscal year. Once again, our tax collection rate is excellent!
• Library – April 18th – 24th is National Library Week. I have attached flyers and press releases on a number of events that are going to be held during that week. This would be a great time to stop by the Library and say a big Thank You for the wonderful job the library staff does for our community. The circulation numbers have just been amazing as to how quickly they have rose in the last year.
• Economic Development – I have attached the press release on seeking volunteers for the Silas Deane Highway Advisory Committee. I realize the Council has not passed this Ordinance as of yet, but we would like to get a jump on having people on board for this project so we can start work immediately after our vote on this ordinance.

• CMED – I have talked with Hugo Costas from the North Central CT. Emergency Medical Services Council, Inc. about their CMED program. Only one community has dropped out of the program, Plymouth, but that will not change the cost to us. I did speak with Newington who is using their private ambulance service to take their calls and Rocky Hill decided to take two part time positions and make it into one full time position. I will continue to research other communities.
• Petition – I have attached the copy of the Town Charter which would be relevant to any petitions that come before the Town Council.
• Mayor Morin had asked about the trucks being used by Paine’s to pick up refuse in Wethersfield. The company is presently using three trucks because the program is so new and there is excess refuse being placed in different areas. Once this program is on a regular basis and residents are aware of where refuse is going, there will be only two new trucks being used throughout the Town. Mr. Paine also told me that new 95 gallon barrels have been ordered and should be delivered within one week.
• My proposed 2004-2005 budget will be distributed to you on April 12, 2004.
6. CRCOG: Attached is information from CRCOG on the Ethics Bill.
CCM: Attached is another, yet again, revision to the proposed municipal ethics bill.
7. Miscellaneous:
• I had a report of parking problems on Mapleside Drive. Because of this complaint, the Police Department reviewed the area and has now placed No Parking signs on side of the street.
