John, that was a great video, I believe you captured the key factors as to why this is a bad decision for our Town to procure this property.
Another key factor is Moody’s is now lowering their rating of all towns which means the bond will cost more money.
We all want to make our town better but sometimes we have to ask ourselves at what price. I’m not sure how many bonds we have now but off the top of my head I can think of a few: Let’s remember, the more Bonds we issue the more TAXES we pay.

Bill - The list of bonds that we're paying off is in Bonnie's proposed budget at page F-1. Here's the summary of what we are still paying for:
1991 - High School Renovation project 1996 - $630,000 aquatic fire truck 1996 - drainage projects ($2,370,000) 1996 - parks improvements ($1,695,000)(does anyone even remember what this was?) 2001 - police station and phase I of town hall/library ($7,000,000) 2002 - phase II of town hall/library/radio system ($3,450,000) 2002 - Silas Deane Middle School ($3,550,000) 2003 - $5,470,000 to refund other bonds from 1993 and 1995 (Ambulance building, Hanmer, etc) 2003 - Silas Deane Middle School part II ($3,500,000) 2005 - police station, phase III of town hall ($2,535,000) 2005 - Silas Deane Middle School part III ($885,000) 2005 - Webb/Stillman/physical services ($? doesn't fit on page) 2005 - Roads and sidewalks ($? doesn't fit on page)
There are also short term bonds for the purchase of the small parcel near Millwoods, more town hall/library stuff and other expenditures that have yet to be converted into bonds.
And, looking ahead, Bonnie's capital budget proposes the following $135 million in NEW bonding in the next five fiscal years:
2010 - Redevelopment Agency - $5,000,000 (I guess they learned something from the 2007 debacle) 2010 - Round 2 pavement bond - $3,000,000 2010 - Hanmer renovation - $25,000,000 2010 - Webb window replacement - $500,000 2010 - High school renovations - $79,000,000 2011 - Flood and drainage projects - $500,000 2011 - Goff Brook watershed dredging - $4,500,000 2011 - Fire station 2 expansion - $6,500,000 2011 - Emerson/Highcrest/Wright digital direct control - $250,000 2011 - Charles Wright carpeting - $250,000 2011 - Physical services/truck shed - $1,500,000 2012 - Open Space Funding Phase 2 - $4,000,000 2012 - Preserve America Improvements - $600,000 2013 - Fire station 1 expansion - $3,500,000 2013 - Millwoods park phase 1 and 2 - $793,000

OT, Let's not forget what the MDC is going to do to us over the next fifteen or so years. Perhaps you could provide the details to round out the effect on the taxpayers ability to pay, and pay, and pay.

I believe that the Town "took" the Moeller Home property by eminent domain; when I am not sure, nor at what cost or how the payment was exactly configured. OT, was bonding involved?

The numbers are staggering to say the least. Open space is a good thing, but why overpay?? Let's follow New London's lead and use eminent domain? There is an obvious need for open space, trails and public use, lets grab it.
