One of my favorite books about that formative time is "What the Anti-Federalists Were For... The political thought of the opponents of the Constitution", by Herbert J. Storing. Therein, we find a tension between individual rights and a Federalism with a capital "F", from whence flowed the Bill of Rights as compromise.
A good and thoughtful article from WSJ.
