Just one more piece to support the title of this topic:
From today's local rag(The Hartford Courant) on the editorial page, our Honorable Mayor is quoted as saying "The hardest part is dealing with council members that talk", I guess the Mayor thinks everyone should be his puppet and just follow his lead, like trained bears.

Yep, and they all fell in line and adopted those stupid rules. Watch the fireworks the first time he tries to silence someone who is making a good point.

Oh come on. There are better ways to keep people interested in town government than to cut off their ability to speak. Sure the WTXA guys eat up more than their fair share of the clock but the fact is that way more time is wasted on other parts of the agenda than the public comments section.

I do not think that the right of free speech was being rescinded. If a person cannot make a point within the allotted times, it is most unfortunate.
Having served on numerous boards and commissions and at business meetings the agenda and time constraints are much needed and adhered to functions.
Some people can speak for unlimited times and not really say anything new or constructive.
This has nothing to do with quelling free speech.

Whether you appreciate the leadership that is being exhibited or not, at least there are not real stupid and posturing questions eminating from our current mayor.
The show about "stupid criminals" could have a rival with "stupid questions".
I have heard that a question was raised about whether or not those companies that had full and equal opportunity to put their best bid forward had the opportunity to include in-kind or work that was not being charged for. Any person or company that goes through an RFP process - response for proposal- knows that it includes stating what the costs are and what will be included in the costs and at their election discount or include "freebies", as they believe will be appropriate.
If they wanted to include "freebies" it should have been in their "initial best pricing effort".
It will be very interesting to tabulate the council's voting pattern on all issues that remain and see whether there is political posturing or valid concerns that steer the responses.
