Does anyone know what they are doing at the Town Hall today? It looks like they are taking out oil tanks or something. Was that part of the renovation?

No.
According to the Town Manager, an underground diesel fuel tank was "discovered" along side Town Hall on Monday, 12/27/2004; it had been used to fuel the generator for T/H. The fuel and the tank are being removed and the contaminated ground are being remediated - to the estimated cost of about $11,000.
