For the past two Council meetings, the Manager's office has arranged to have not only the Agenda on-line (at the Town's websitee) but also the attachments to the Agenda. The latter were only available by obtaining or viewing them in the Manager's office (I'm not sure about the Library).
Note that the Agenda is in HTML (webpage) and the attachments (having been scanned into digital form) are in PDF format. (If you need the Adobe Acrobat Reader, go to that site to get it: www.adobe.com/products/acrobat/readstep2.html )

(The Manager's office has yet to make the commitment to secure the resources and devote the labor to scanning and placing on-line the attachments to the Manager's Weekly Report to the Council. Hopefullyl that will be considered in the current Budget deliberations.)

Look a little closer at the scanned-in Council Agenda file. Then, go look at the actual paper documents that the Council receives. You'll notice that about 8 to 10 pages of the materials have been omitted from the Internet version. Is it just an oversight, or is there some other reason?

What is on the pages that were omitted? That may give a clue about whether it was done on purpose or not.

Yes, I agree with oldetowne, (Which pages were missing?); however, let me offer this:
The attachment file which you mention is called, dated and sized: 2006-03-06_agenda-pkg.pdf - 02-Mar-2006 16:17 221k
That works out to be 4:17 pm on the day BEFORE the Manager actually published (usually mid/late afternoon on Friday) her report.
Producing the attachment (PDF) file requires about an hour of staff time for scanning and then computer assembling the images into a single PDF file.
My guess is that the "missing" pages to which stvman alludes were a late addition (? Friday, the day of issue) to the hard-copy edition and there was "no time" to scan the remaining (new pages) and to include them in the Thursday PDF file.
I see no cabal.Errata fixed
