A. COUNCIL COMMUNICATIONS
1. Manager: Summer hours will be ending this week and we will be back to regular hours next week.
2. Upcoming Events
NEW - The Chamber of Commerce's Business After Hours will be hosted by Hamilton's Bunker Café on Wednesday, August 31, 2005 from 5:30-7:30 p.m., 580 Silas Deane Highway. RSVP to (860) 513-4024, ext. 215. Flyer Attached.
The National Association of Towns and Township is holding their 2005 Legislative and Educational Conference in Washington, D.C. September 7-9. I have the brochure in my office if you are interested.
NEW - The State of Connecticut Office of Protection and Advocacy for Persons with Disabilities is holding Statewide Disability Public Forums on September 13, 14 and 15. The closest one is on the 13th at Middletown City Hall from 3-5 p.m. and 6-8:00 p.m. The information gathered at these forums will be used to assist in shaping the agency's priorities and long-range strategic planning. For more information, see the attached flyer or call 1-800-842-7303 ext. 4360. The flyer is attached.
The 2005 Wethersfield Chamber of Commerce will hold the 21st Annual Cornfest on Saturday, Sept. 17, 2005, 10 a.m. - 5 p.m. The Chamber is seeking support from organizations willing to sponsor certain activities during the day.
CRCOG is sponsoring a seminar for Chief Elected Officials on "Terrorism Incident Preparedness." It will be held on Friday, September 30, 2005 from 9 a.m. to 3 p.m. at Middlesex Mutual in Middletown. For more information contact Kristin Pauzano at 860-522-2217 or kpauzano@crcog.org.
The Wethersfield Volunteer Firefighters Association is sponsoring a Mohegan Sun Casino Bus Trip on Saturday, October 1, 2005. Proceeds will benefit the WVFA scholarship fund. Flyer attached.
The Tri Town YMCA is holding a motorcycle rally and pig roast on Sunday October 9, 2005. For more information and the route call 862-563-0604.
The Connecticut Archaeology Expo 2005 will be held on Sunday, October 9, 2005 at the Keeney Cultural Center. The Expo is a "unique opportunity for people of all ages to learn about the Southern New England human culture over the last 12, 000 years."
3. Council and Board/Committee Dates
The Budget and Finance Sub-Committee is tentatively set to meet at 6 p.m., right before the next Council meeting to begin work on the Town Manager and Town Clerk's evaluation process.

4. Department/Division News
Building Inspection: The July activity report is attached. 132 permits were issued, with fees of $24,936.30 collected.
Assessor/Tax Office: I have attached a Customer Survey Form that was filled out for these two offices. I would like to thank the staff in both offices for their great work!
5. Board/Commission News
The Historic District Commission approved the Town's application for installation of two 24' double swing vehicle gates at 50 Francis Street, with stipulations as noted on the certificate - The gate shall be composed of only 2 inch round metal pipe painted black.
I have attached the results of he August 22nd ZBA meeting.
6. Council Questions/Answers:
Chief Building Official O'Connor has informed me that Puritan Furniture has notified him of their intention to demolish the steel structure to the side of Puritan. Prior to demolition, a hazardous waste survey must be performed. I will notify you when a demolition permit is processed. I have also heard from the owners of the Fun Zone and the other properties listed on the Blight List from Silas Deane and Berlin Turnpike. They are all working to clean up their properties.
In response to a previous question about radio interference nationally, Motorola has provided me with a copy of a report to the Congressional Committee on Energy and Commerce from June 2003. I am attaching a copy for your information.
Roadside mowing with a rental brush cutter began on Monday.

11. Miscellaneous
Attached is a letter from the Historical Society detailing concerns about increased vandalism and activity in the back areas of several historic properties along Main Street. This letter was sent to the Chief of Police requesting extra attention.
Attached is a letter from the DEP requesting a response about a 1999 Town request to hold a hearing regarding an MDC National Pollutant Discharge Elimination System permit, and our response to the letter. It was agreed that with the affirmative vote on the Long Term Combined Sewer Overflow Control Plan we did not need to have a hearing at this time. We did, however, reserve the right to request a meeting in the future if concerns arose.
Buckeye Pipeline Company (AKA the jet line) will be pressure testing their pipeline which runs through Wethersfield along the railroad right of way. The test will consist of filling the pipe with water and pressurizing it to test for leaks. Testing is scheduled to occur between September 12 to 19th. We will be notified of any failures and their subsequent repair and retest.
The Cottone Field fund balance as of 8/15/05 is $19,930.95. The only activity was an interest posting of $12.69.
The Inlands Wetlands Commission met last week and denied, without prejudice, the over 55 housing on Folly Brook. The developer will regroup and is planning on resubmitting an application.
B. PROJECT UPDATES
* Street Paving -I am attaching the list *f streets as well as the letter to the residents of those areas to be paved as part of the fall paving program. Staff anticipates beginning the work on August 29 and continuing through September 23, weather permitting.
* Cottone Field - Line painting was scheduled for last weekend and arborvitaes will be installed at the end of September.
* Wethersfield High School - The flow of traffic will be re-routed to try and alleviate problems on Wolcott Hill Road from cars entering and leaving. With all of the cong in the drop off and pick up time periods, there has always been a fear that emergency vehicles would not be able to access the school. The Fire and Police Departments have reviewed the plan and have signed off on it. The Police Department will monitor the situation and report back to me.
* Middletown Road/Spring Street - The District 1 DOT Manager, Dave Lavardo, and I will be meeting with our respective staff next week to have this project completed so the transfer of properties can finally take place and this project can be completed. At that point, we can then plant more trees in the gateway area.
* Nott Street - DOT reps and I met at 100 Woodside Drive to finalize the plantings of the slope and island. The work should be completed within 2-3 weeks. Bob Bauer, our Parks Maintenance Supervisor, will be designing the island plantings. I would like to thank Bob for his assistance with this. The State has also mowed for the last time on the 3 corners of Woodside and Nott. I will be sending a letter to the owners of the property explaining which property they are now responsible for mowing and which areas the Town will be mowing. We also hope to have the punch list completed on this project by the end of September.
* Church Street - The contractor will begin the final paving on Friday.
* Willow Street Sidewalks - The sidewalks will be completed this week.
* Town Hall/Library Renovation - Two meetings were held this week with the Contractor, Project Manager and their representatives. We have reviewed all change orders and have denied or accepted each one, so the Town has responded to anything outstanding. The elevator is being worked on this week. The projected timelines for completion of critical areas is as follows: 1) elevator - 3-4 weeks; 2) Community Center doors - 8 weeks - the doors were ordered about 3 weeks ago and take 6-8 weeks to come in; 3) New Mailroom and Registrar's Office - These should be ready the week of 11/14; 4) Social Services/Parks and Recreation/Health - Move to previous Police Station the end of October; 5) New Main Entrance to the Library - 1-2 months.
