A. COUNCIL COMMUNICATIONS:
1. Manager: I will be out of Town from Friday night until Monday at 1 pm. Chief Cetran will be in charge while I am away and both he and dispatch will have my phone number in case there is an emergency. Town Hall will be closed on Good Friday, March 25, 2005.
2. Upcoming Events:
• NEW - The Chamber of Commerce invites members and guests to a Business After Hours hosted by Sign Stop, 642 Silas Deane Highway, on Wednesday, March 23, 2005 from 5:00 to 7:00 PM. Flyer Attached.
• MetroHartford Alliance will hold its annual celebration on Wednesday, March 23rd from 4:30 to 7:00 PM at the Bushnell. Cost for the event is $25.00 per person.
• A Connecticut Light & Power presentation on the 2005 Electric Rates and Energy Conservation Programs will be held on Monday, March 28th from 7:30 a.m. until 12:00 p.m. in the Auditorium at NU Headquarters in Berlin.
• On March 31, 2005, the Greater Hartford Literacy Council will hold their second annual “Tips for Literacy” fund raiser. This year’s event will include “Leaders for Literacy”. Local celebrities will be hosting tables at participating restaurants. More information will follow.
• Paul Woodworth from the Great Meadows Conservation Trust will host a Public Land Preservation program in Council Chambers on April 6th at 7 pm. More details will be forthcoming on this.
• The April Business After Hours will be held at the D’Esopo Life Center on April 7TH
• Youth Volunteer Recognition Night, Council Chambers, April 13th at 7:00 PM.
• Senior Volunteer Recognition, Community Center, April 28th at 2:00 PM.
• Riverfront Recapture has announced an opportunity for an exclusive first look at the Connecticut Convention Center on Saturday April 16th. More information is to follow or call Riverfront Recapture at 713-3131.
• Save April 30, 2005 from 7:00PM to midnight for the Chamber of Commerce’s 40th Anniversary Dance/Fundraiser at the Wethersfield Country Club. Tickets are $60 per person and can be purchased from Peter Gillespie or John Cascio.
• On Saturday, April 30th, the Christian Conference of Connecticut will hold its 23rd Annual Peace and Justice Convocation at the Mercy Center in Madison. Myron Oldfield will be the main speaker who worked on the Metropatterns Report. For more information call 236-4281.
• The Chamber of Commerce’s State of the Town Breakfast will be held Thursday, May 5, 2005 at the Wethersfield Country Club. Registration is at 7:30 am. Please mark your calendars to attend this important event. The flyer is attached. The fee is $15.00 per person for Chamber members, $20.00 for non-members.
• The Chamber of Commerce will hold their Annual Dinner/Meeting on May 18, 2005. Details to follow.

4. Department/Division News:
• Physical Services: – Attached is the February Tonnage Report. Also attached is a letter to a Manchester resident from the State Department of Environmental Protection. In this letter, Wethersfield is referenced for our recycling ordinance.
• Building Inspection – Attached is a recent letter from a citizen who completed an addition to his home. He recognized Brian O’Connor and Fred Valente for their outstanding help and support and all Department staff for their excellent customer service. Good Work!!!
• Social and Youth Services – Staff attended the Grand Opening of Office Depot and were presented with a $500.00 gift card to be used to purchase school supplies for the “Back to School Program to benefit needy Wethersfield children. The Library also received a $500.00 gift card.
• Fire Department – Attached is a press release regarding the Emerson Street fire on Sunday evening.
5. Board/Commission News:
• The Wethersfield Board of Assessment Appeals will meet on the following date:
Saturday, March 19, 2005 9:00AM – 1:00 PM
• Attached is correspondence from our Ethics Board regarding proposed legislation at the State level on a Statewide Ethics Bill.
• State Representatives have been invited to attend a joint meeting of the Wethersfield Parks and Recreation Advisory Board and the Mill Woods Master Plan Committee on April 28 at 7:00 PM in Town Hall. See attached letter.
6. Council Questions/Answers:
• Please bring your copy of the Financial Audit to the Town Council Meeting on Monday, March 21st.
• Attached is a letter from the Town Manager of Windsor to Mayor Eddie Perez of Hartford regarding the proposed bill to annex park land. There is now a substitute bill that will be sent to the legislature asking that our contract with the City be revoked. I will update you on this at your Monday Council meeting. I have also attached financials that I received today from Lee Erdmann on the Golf Courses.
• Attached is a paper from Governor Rell regarding tax reform and unfunded mandates.
• I have attached a summary of projected expenses from the Registrar of Voters Office for the May referendum. The projected cost is $15,492.00.
• Council had asked that we take a look at the parking situation on Main Street in Old Wethersfield. I have attached a report from Lt. Tom Dillon on their observations of parking during the last two weeks.
• We are still waiting for a price to camera the laterals in the Folly Brook area. The company that the MDC gave us for the camera work does not have camera small enough to view the laterals.
7. CRCOG: CRCOG has provided us with an update regarding their legislative agenda and a paper prepared by the Office of Fiscal Analysis regarding the impact of the Conveyance Tax. They are also requesting volunteers for the TOPOFF exercise to be held April 4-10. See attached.
8. COST: Attached is the latest update on COST’S Legislative priorities.
9. ICMA: Nothing this week.
10. Miscellaneous:
• The Unemployment rate for Wethersfield for the month of December was 3.7%.
• The bill in support of paid firefighters being members of volunteer departments in their Towns gained support form the Planning & Development committee of the State legislature.
• The Town of Wethersfield’s Channel 16 will now be airing The CT. Network each evening beginning at 11 pm. until early morning.
• The MDC may have to do some blasting this summer on Ridge Road in order to put in sewers. The Fire Marshal, Director of Public Works, Health Director and I met with MDC representatives on Thursday. We gave them our guidelines for blasting and they will research this project and we will hold another meeting in April.
B. PROJECT UPDATES:
• Town Garage – The heavy truck lift repair is complete.
• Cottone Field – The draft Board of Education Policies for the Use of Cottone Field are attached. This will now be reviewed by the Board of Education.
• Church Street Reconstruction – The reconstruction of Church Street between the Silas Deane Highway and Main Street and Rosedale Street will begin on April 1, 2005, weather permitting.
• Milling and Resurfacing of Griswold Rd – A public informational meeting will be held on Tuesday, March 29, 2005 at 7:00 PM in the Community Room of the Wethersfield Police Department regarding the milling and resurfacing of Griswold Road between Country Club Road and Highland Street. See the attached letter to Abutting Property Owners.
• MDC’s Long Term Control Plan – I have attached a copy of the information MDC is giving to State Legislatures on the Long Term Control Plan along with a schedule of events leading up to the November, 2005 referendum.
• Town Hall/Library – The modular furniture that has been donated to us will be delivered next week. They will be delivered on Monday and Tuesday in 3 or 4 tractor trailer trucks. These trailers will park in the northeast corner of the Town Hall so you will notice this area flagged and barricaded. The furniture will be installed on Friday and the following Monday
