A. COUNCIL COMMUNICATIONS
1. Manager
The Town Hall will be closed on Monday, January 3rd. I will be away from Saturday until Monday. The Chief will be in charge and will know how to get in touch with me in case of an emergency. I hope you and your family have a wonderful New Year.
2. Upcoming Events
* The CBIA and the MetroHartford Alliance are sponsoring an Economic Summit and Outlook 2005 on Wednesday, January 12, 2005 at the Radisson Hotel and Conference Center. Registration begins at 7:30 a.m.; the program begins at 8:30 a.m. and ends at 1:30 p.m. The cost is $95/110 per person. Please let us know if you wish to attend this. Flyer attached.
* The Council of Small Towns (COST) will be holding their annual conference on January 19th at the Radisson in Cromwell. If you would like to attend, please let us know. They have just announced that Governor Weicker will be the keynote speaker. Please see the attached press release.
* On January 19, 2005, transportation advocates from around the State will meet in Hartford to hear from legislators and other experts on the issue of how to address the growing transportation crisis in Connecticut. Details are still being finalized but the event will be at 10:30 a.m. in the Legislative Office Building. For more information, you should contact the All Aboard! Office at 860-278-5022 or allaboard@snet.net. NEW
* On March 18th at 7:00 p.m. in the High School Gym, the Silas Deane Middle School "Dream Team" will take on the Harlem Rockets. The "Dream Team" includes teachers, police officers and coaches. Tickets are $7.00 in advance, $8.00 at the door and can be ordered with the attached flyer or by calling Yolanda Preysner at 721-8854. NEW

4. Department/Division News
* Library: This is text from a recent memo that Library Director Goodgion sent to the Library Board regarding the Library's copier; "Thought you would be interested to know that since you purchased the photocopier using Action Funds, it has brought in $4,609 in revenue. You paid $4,969. Expenses so far (service contract and supplies) have been $562. We are $202 away from breaking even. In addition, we have saved the $197 we were formerly spending from the operating budget each month for the lease of the former copier. That amounted to $2,364 a year. So we are really ahead by $2,162."
* Town Clerk/Registrar of Voters: Wethersfield has won an award given by the Democracy Challenge Cup for the best voter turnout for a medium town. The Secretary of State will be coming to Wethersfield to present the award. We will notify you of the time and date. We will also notify you when we will have the new voting machines for public testing.
* Physical Services: Collection of Christmas trees at curbside will begin on Monday, January 10, 2005. Residents should have their tree at the curb by January 10th for this one-time collection. Artificial trees will not be collected. All ornaments, lights, stands, and plastic bags must be removed from the tree prior to placing it at the curb, since Town crews will be coming by using a wood chipper. Residents also have the option of bringing their tree to the Transfer Station at 100 Marsh Street for disposal during the month of January, free of charge.
* Engineering: We have received notification that our application for the Local Accident Reduction program grant for the Main/Marsh Roundabout was not selected for funding. However, CRCOG is very interested in this project and may continue to solicit other funding sources on our behalf.
* Fire Department: The Department will be implementing their Knox Box system on the fire apparatus on Monday night. This system allows the firefighters to gain entry, in an emergency, to a building/business without damaging doors/windows. The Fire Department has developed procedures for use and the next step is to get the information out to the businesses.
5. Board/Commission News
* Attached are the results from an exercise at the Silas Deane Highway Committee public hearing to identify citizen preferences. Citizens used "dots" to indicate areas of priority. Green dots signified positive responses and red dots were items not to move ahead with on the Silas Deane.
* Mr. John Adamian has regretfully resigned from the Silas Deane Highway Committee due to personal commitments. He will be replaced by David Edwards as the Planning & Zoning Commission representative. I will also be appointing Mr. Leonardo Gugliotti to the Silas Deane Highway Committee. Leonardo's family owns several properties on the Silas Deane Highway and they run a local business.

* Attached is a memo from the Police Department with a list of events requiring private duty police services. This was requested at your last Council meeting.

* I am attaching a copy of a Hartford Business Journal article about Glastonbury's downtown.
* I am attaching two articles of interest about public education that I received via email. One is about West Hartford and educational outcome differences by race and ethnicity; the other is about the funding of public education.
* Attached is an email article about the Mayor of Ocean Breeze Park, Florida, who is 96 years young.
* I am attaching a summary of Wethersfield statistics from the recently published Hartford Business Journal 2005 Metro Hartford Market Guide. I have the booklet in my office should you want to see how we compare to other municipalities.
B. PROJECT UPDATES
* Town Hall/Library Renovations: We have found an underground diesel fuel tank that was the original tank used for the generator for Town Hall. It was found on Monday. Since then, we have had the tank's contents removed and we are now working, utilizing our staff, to have the tank removed as there were leaks in the tank. The soil is contaminated around the tank area. I hope to have a more detailed report with costs for you in the next week. As you will remember, the Moeller Home tank cost us $11,000 and this project may cost us about the same.
