I have enclosed last week's Management Report again, as I just found out that some of the pages did not print. I am sorry for this inconvenience. I am pleased to announce that Will Clark has been reappointed as our Fire Chief.
Upcoming Events
The community Carol Sing will be held on Monday, December 13, 2004 at 6:30 p.m. at the Solomon Wells House. NEW
On Monday, December 13, 2004, the Recreation & Parks Department is sponsoring a "Massage-A-Thon" at the Pitkin Community Center from 9:30 a.m. to 2:30 p.m., cost for 10 minutes is $10 and for 15 minutes is $15. The event is a fundraiser for the Wethersfield Special Olympics Team.
The Wethersfield Police are assisting the U.S. Marine Corps by acting as a local drop off for the Toys for Tots program. Unwrapped toys will be accepted until December 20, 2004 at the Police Station. NEW
The CBIA and the MetroHartford Alliance are sponsoring an Economic Summit and Outlook 2005 on Wednesday, January 12, 2005 at the Radisson Hotel and Conference Center. Registration begins at 7:30 a.m.; the program begins at 8:30 a.m. and ends at 1:30 p.m. The cost is $95/110 per person.
The Council of Small Towns (COST) will be holding their annual conference on January 19th at the Radisson in Cromwell. If you would like to attend, please let us know.

Department/Division News
Tax Collection: The November report of collections is attached for your information.
Assessor: The 2003 Supplemental Motor Vehicle list has been turned over to the Tax Collector. The Department of Motor Vehicles (DMV) had a substantial number of errors on the location of vehicles, and Certificates of Correction will add/delete vehicles based on the DMV's list. The Vision web site will be updated to reflect owners/title changes as of October 1, 2004. Inspections and value changes are still ongoing. Assessor Jan Neumuth has informed the owners of 320 parcels that their property will be scheduled for an interior inspection to verify the appropriateness of the either a fair or poor condition rating of their homes in previous inspections. The post card that was mailed is attached for your information.
Police: Attached is a copy of the Press Release announcing the effective date of November 29, 2004 for the "Pocket Bike" ordinance.
Town Clerk: Town Clerk Sassano has received a communication from the Secretary of State regarding the Help America Vote Act. It is attached for your information.
Health Department: Attached is a letter from a resident impacted by the closure of Cardio Express due to health code violations. His concerns are related to regulations governing the refund of pre-paid monthly fees. We have received other phone calls about this matter. The Health Department did not ask Cardio Express to send their members to other facilities or close them down. They did have to have a bathroom for the use of their members on site in order to allow their members to continue going to this facility. Remodeling of the bathroom should be completed next week. The Health Department did speak to the State Consumer Affairs and the owners of Cardio Express can send their members to other facilities while remodeling is going on.
Physical Services: Leaf collection is slightly behind due to the rain. Staff has completed two thirds of the final collection and expects to finish next week. The November tonnage report for refuse is attached.
Police Department: Attached is the Department's monthly report and a report of WAVE enforcement action from the July and November participation in the State sponsored "ticket or click it campaign."
Building Inspection Division: Attached is the monthly report of activity for November. A total of $146,709 in fees has been collected this fiscal year.
Tax Office: There was a question asked at the last Council meeting as to what happens with returned Tax bills. The Tax Office, using the Internet, phone book and Town Attorneys, continues to try and locate new addresses or updated information on returned tax bills. In the case of Pyquag, the Tax Office has turned those undeliverable tax bills to the last 3 sets of Town Attorneys.
Town Clerk: We received notification from the State that we have received our $12,000 Historic Document Preservation Grant.
Board/Commission News
Attached is the legal notice of Planning and Zoning Commission action on November 30, 2004, at which an addition to the Double A Veterinary Hospital was approved.
I have appointed Mr. Ralph Keleher of Apple Hill Drive to the Economic Development and Improvement Commission as an at large member. Mr. Keleher is a real estate agent.
Council Questions/Answers
In response to the question about the elementary school phones, I have been advised by the Board of Education staff that they are working with the vendor to set up job parameters and will push to start the job as soon as possible due to current system breakdowns. I will update you when I have a project time table.
The small leak at the Charles Wright School is covered by warranty and will be repaired by the contractor.
We will know the Grand List for the Town by the end of January but I do not expect any gains from last year.
The redistricting plan cost approximately $35,000 which includes the consultant and a software purchase for redistricting.
The entire Social Services Block Grant, $9408, is utilized to cover a part of Christine Taylor's salary.
We do not know how many families are living in motels/hotels in our commercial areas. Most of this type of information would be confidential unless the motels/hotels were willing to give out this information.

The initial deposit in the Cottone Light Fund was made from the fundraiser held right after Thanksgiving of 2003 at the Bunker.

A Legislative Advocacy Workshop will be held on December 14, 2004 from 1:00 p.m. to 4:00 p.m. in Room 2C at the Legislative Office Building on Capitol Avenue in Hartford. The agenda, including workshop topics, is attached. Everyone is welcome to attend this legislative meeting.

Attached are letters from Senators Dodd and Lieberman to EPA Administrator in support of our Brownfield's Assessment Grant applications.
Attached is an update from OPM regarding the Recommended Conservation and Development Policies Plan for Connecticut.
I have attached a copy of a letter from a resident who questioned CT Magazine on some of their rankings in the recent "Rating the Towns" article.
We have received $1,838.15 from the sale of our radio salvage equipment thus far.
I have attached a letter from Attorney Bradley concerning recent changes in the State's competitive bid process.
I have attached a copy of the deed outlining how the Olson House can be used in the future if Channel 14 leaves the premises.
PROJECT UPDATES
Town Hall/Library Renovations: Beginning Monday December 13th, the contractor will begin saw-cutting the masonry walls and floors to install the elevator and new door and window openings. The Health Department will be moving to the bottom floor on the 17th of December. I have attached the budget update from the Phase 1 work thus far. The budget for Phase 2 is still being reviewed by the Building Committee. I have spoken to Bond Counsel, Sam Caligiuri, about transferring money between Phase 1 and Phase 2 bond money. We cannot transfer money between the two accounts. The Building Committee and staff will have to bill each item to the correct Phase of the work.
