A. COUNCIL COMMUNICATIONS:
1. Manager: I will be out of Town from Saturday late morning until Sunday afternoon. Chief Cetran will be in charge and able to reach me should it be necessary. Town Hall will be closed for the Thanksgiving Holiday on Thursday and Friday. Happy Thanksgiving to you and your family. There will be no Management Report next week.
* Upcoming Events:
* The State Department of Environmental Protection is holding information sessions for public officials on November 29 regarding their proposal to designate portions of Long Island Sound as a No Discharge Area.
* There will be an open house on November 29, 2004 from 6:00 PM to 8:00 PM for the public to tour the newly renovated Stillman Building. Council members are invited to attend. It is hoped that the Board of Education offices will be moved to Stillman at the beginning of December.
* The Hartford-Springfield Economic Partnership’s 4th Annual “State of the Region” Conference will be held on Friday, December 3, 2004 at the Radisson Hotel in Enfield. Registration Form attached.
* The date for the annual Chamber/EDIC sponsored Salute to Business is December 8th at the Keeney Center from 5PM to 8PM, flyer attached. NEW
* The Silas Deane Advisory Committee will hold a Public Forum on Thursday, December 9th from 6:30 pm – 8:00 pm. The location will be announced.
* The CBIA and the MetroHartford Alliance are sponsoring an Economic Summit and Outlook 2005 on Wednesday, January 12, 2005 at the Radisson Hotel and Conference Center. Registration begins at 7:30 AM; the program begins at 8:30 AM and ends at 1:30 PM. The cost is $95/110 per person.
* The Council of Small Towns (COST) will be holding their annual conference on January 19th at the Radisson in Cromwell. A flyer is attached.
2. Council and Board/Committee Dates:
* Shared Services – The November meeting has been changed from November 1, 2004 to November 23, 2004 at 6 pm.
* Tuesday, November 22, 2004 – Zoning Board of Appeals
* Tuesday, November 23, 2004 – Strategic Plan Committee – 7 pm
* Tuesday, November 23, 2004 – Board of Education; Historic District Commission
3. Department/Division News:
* Physical Services: Attached is a letter of appreciation for Bob Doucette for aiding Youth Services with a broken down bus. Thank you Bob for your consistently good service. Director Turner informed me that they have installed a pair of sample street name signs with the Town seal at the corner of Marsh and Main Streets. Attached is the refuse tonnage report from the MDC for the month of October. We are about 2 days behind schedule for leaf pickup.
* Building Inspection: Attached is the monthly report for October. From July through October, we have collected $129, 220 in fees and issued 561 permits.
* Social and Youth Services: The food bank is in need of brown paper grocery bags for Thanksgiving food that will be distributed on Saturday, November 20th to Wethersfield families. Also, any food donations would be greatly appreciated. Typically, the items included are: canned vegetables, potatoes, gravy, cranberry sauce, stuffing mix, juice, dessert and frozen turkeys. Also needed are small chickens/turkey breasts for many of our senior citizens. Your generosity is greatly appreciated.
* Town Clerk: Attached is a report from Town Clerk Sassano regarding the Presidential Election and including the final election report from the head moderator.
* Police: Officer Jay Salvatore has received a new job at the US DEA office. We wish Jay well and thank him for all of his hard work for the Town. He will be missed but we know this is an excellent opportunity for him.
4. Board/Commission News:
* The Legal Notices of the Planning and Zoning Commission action from October 5th and 19th and the agenda for the November 16th meeting are attached.
5. Council Questions/Answers:
* In response to a citizen’s question about leaf collection on Cedar Street, I have learned from staff that the first collection, which was prior to the publicized schedule, was a practice and equipment testing run for staff. The scheduled first pick up was done as published and weather permitting, the second pick up is planned as scheduled.
* The original PAC form from the Wethersfield Youth Organization looks exactly the same as the copies you received last week.
* I have attached copies of the agreements made by William Pitkin for use of the rooms in the Community Center for the seniors.
* We have looked at all of our records, but we do not find where any Police Officer has been paid cash for any extra duty jobs. The Town pays the Police Officer directly and then we bill the outside agency.
* The fence at the football field is very hard to paint as it has to be electrified when the paint is applied; therefore Town staff is unable to paint the fence. We are investigating the costs for an outside contractor to do this work.

9. Miscellaneous:
* Attached is a position paper “A Call to Action: A Statewide Dial-A-Ride Program and the State Funding for Implementation” for your information.
* Wethersfield High School is soliciting recipes for a fund raising cook book for the refurbishing of their auditorium. The recipe collection sheet is attached.
* If you hear reports about a strong odor near the Stop and Shop (Jordan Lane Shopping Center), it is from the leaf compost facility located in back of the cemeteries.
* Director of Public Works Mike Turner and Town Hall Building Committee Chair Joe Coombs attended a seminar on Alternative Energy Sources. The information they received will be helpful in renovating the Town Hall and Library.
* The only area leaking at the Olson House is the roof over the outside porch where you enter the building. That is why there is no tarp on the actual roof.
* I am including an article, Extreme Makeovers, from American City and County magazine about urban landscape reconstruction for you information.
B. PROJECT UPDATES:
* Nott Street – The road is paved and curbing is installed and all detour signs are down. The State did put in a traffic sensor device at the corner of Nott and the Berlin Turnpike which did necessitate cutting up the road. This is normal procedure for the State to install the sensors in this manner.
* Phase I of the Town Hall has all of the downstairs gutted and they are starting to work on the area underneath the library.
