A. COUNCIL COMMUNICATIONS:
1. Manager: None this week.
• Upcoming Events:
• All Flu Clinics are cancelled due to a shortage in the vaccine. The Central CT Health District does not anticipate receiving any vaccine. The Department of Public Health has activated the state Influenza Vaccine Hotline based at the Department of Public Health. The number is (800) 830-9426. DPH staff is available to answer calls 12 hours (8 a.m. to 8 p.m.) each day, including weekends on the status of flu vaccines throughout the State.
2. Council Committee Dates:
• Shared Services – The November meeting has been changed from November 1, 2004 to November 23, 2004 at 6 pm.
• Tentative date to hold a Public Works Subcommittee meeting to review the Sidewalk Ordinance is Thursday, November 4, at 7 pm.
3. Department/Division News:
• Planning: Town Planner, Peter Gillespie, is preparing for the printing of the final version of the newly approved Planning & Zoning regulation. The new regulations will be effective November 15, 2004.
• Police: The Police Department was awarded a Local Law Enforcement Grant of $6,000.00 from the State of Connecticut for drug prevention programs.
• Library: Attached is the September monthly report and an article entitled, “Models of Demonstrating Impact: Castle Rock, CO”. The Library recently received this compliment from Mary Haley, “Your staff deserves the highest praise for their friendliness, service and willingness to accommodate the public. There is always a relaxed atmosphere where one can browse the shelves & ask questions. I thoroughly enjoy the painting exhibits and glass case presentations. I would like to see more VHS biography selections as well as opera & musical videos. The library is surely a fine example of Wethersfield at its best!"
• Physical Services: Staff is testing the leaf collection equipment to ensure that it functions properly. Assuming that enough leaves fall, collection will begin by midweek, next week. RESIDENTS SHOULD RAKE LEAVES TO THE SNOW SHELF NOT INTO THE STREET OR THE GUTTER.
4. Board/Commission News:
• The Wethersfield Citizen’s Advisory Committee on Information Technology is soliciting input for the Information Technology Strategic Plan on Wednesday, November 10th from 7:00 PM to 9:00 PM at the Pitkin Community Center.
• The Silas Deane Highway Advisory Committee will hold a public information meeting on Thursday, December 4th. More information will follow.
• Attached is a memorandum from Town Planner Gillespie to the Superintendent of Schools regarding the proposed K-6 redistricting plan.
• Wednesday, November 3rd – Shade Tree Commission
• Thursday, November 4th – Youth Advisory Board.
• Economic Development – We have readvertised for the part time secretary for Peter Gillespie. I have appointed the following people as Business Representatives to the EDIC for the new openings on this Commission: Don Unwin from Sterling Jewelers and Kate Mullen from Peoples Bank. I will announce the citizen representatives next week.
5. Council Questions/Answers:
• In response to questions regarding the Clarkridge Blasting project, Frank Dellaripa of the MDC provided me with additional information which is attached. He has also told me that thus far, no blasting has had to take place on this project.
• The MDC is responsible for the repaving of Church Street between Westway and the utility pole west of the construction entrance. This is the area that showed wear and tear from heavy trucks and the water main break. The MDC has informed us that construction funds are frozen. A letter from Director of Public Works Turner to the MDC is attached asking that this work be completed as soon as possible.
• Staff is preparing an estimate for maintaining the artificial turf field at Cottone based on RAD's guidelines along with a historical report of maintaining the natural turf Cottone field. I will provide that to you when it is completed.
• The sidewalk inspector went out to the area mentioned by a concerned citizen at the last Town Council meeting to look for low hanging branches over sidewalks. Notices were sent to residents to cut branches. They have ten days to comply.
• All construction costs for Nott Street are being paid by DOT except for what the Town committed to as non-participating, specifically the sidewalk installation and added time for delayed blasting by the new blasting contractor, Ravizza. The overtime and overruns are therefore, covered by the State. An update on the construction timetable was mailed to affected residents. (Attached under projects).
• The potable toilet on Church Street was placed by RAD for the turf construction crew. It has been removed last week.
• The proposed bond issue of $2.5 million for roads represents about 18 miles if the computer picks the program of work. If only overlay and milling is done, it is approximately 14 miles. There are approximately 105 miles of road in Town.
• Regarding the question of interference to the radio system from the Nextel lease, all vendors who lease space on the Town’s radio towers are required to pay the Town to hire a consultant to do an independent interference study to assure that their antenna will not cause interference with the Town’s radio system.
• Attached is a memorandum from Director of Social Services Nancy Stilwell regarding Dial-a-Ride service on weekends. This is in response to concerns raised by a citizen about getting a ride to church.
• Chief Cetran has prepared a response to questions raised about public safety around the Emerson-Williams School. I am attaching his cover memo and one from Lt. Dillon regarding traffic safety issues. I have the reports mentioned in the memo in my office if you wish to review them. They are too lengthy to copy.
• The Police Department has done numerous radar checks and SMART machine spots on Russell Road at the times mentioned by the complainant. After using the SMART machine for 3 days, the average speed is between 32 and 33 on the 35 mph limit road. They also instituted radar checks on two occasions after the SMART machines, but there was no enforcement needed. We will keep monitoring this area. The complainant is aware of our results.
• The Police Department was using bottled water until the drinking water was declared safe by the Health District. There was a problem with the level of copper in the water; it has been declared potable and the bottled water has been removed.
• The shade is down in Dispatch at the Police station during the day so that citizens will go to the Records Division for assistance. When Records staff leave for the day, the shade is opened so citizens can receive assistance after normal business hours.
