wrong. Petitions are being circulated to have a referendum on the question. Sign one, get others to sign it, and if there are enough signatures, the voters WILL be able to decide.

The town clerk certified over 1060 names. The Council will schedule the referendum on Monday night, probably for May 12.

Without getting into the merits of this particular issue, I am so glad our town charter allows citizens the right of referendum. If only we had that same right for the town budget...

AN INVESTMENT Glastonbury Hoping To Add Winter Hill Farm To Its Protected Land Holdings

GLASTONBURY —
.....Like a long-term investor, Glastonbury has steadily socked away farms and other slivers of land as they become available since the late 1960s. Now, 50 years later, this upper-income suburb has managed to buy up an impressive 1,500 acres of open space in its mission to help preserve its rural vistas, protect wildlife and set aside land for recreation. It is a goal the whole town seems to embrace......
The effort hasn't been cheap. The town has invested about $21 million over the years in buying up property for open space.....

At the time, the town started a program to protect conservation easements, getting property owners to agree to leave slivers of their properties that lined brooks or forests in their natural state, Leslie said. Since then, the 52-square-mile town has accumulated an estimated 500 conservation easements......
"Before, it would have had to be done through a special appropriation or referendum, which could take several months or up to a year," Town Manager Richard Johnson said.
Now, in most cases, the town can bond for the land after two public hearings and reviews by town planning and finance boards.
"Glastonbury's bonding process has been a real model of success for other towns. They have reserves to go to so when opportunities arise, the money is in place — rather than having to go to the community each and every time to ask for money," said Shelley Green, Lower Connecticut River program director for the Connecticut chapter of The Nature Conservancy, which has partnered with the town to buy two properties......
Some of the larger purchases, such as the Winter Hill horse farm, still go to referendum.
The town hopes to buy the 140-acre farm, which breeds and trains Percheron horses, for $3.7 million, a price town leaders say is about $500,000 below market value. A public hearing on the farm purchase is scheduled for Tuesday at 8 p.m. in council chambers of Glastonbury Town Hall.....
