If she does not allege that he has already done these things, how else would she know that Russ "already knows"?
Apparently Cruzrt does know that Russ was among those who "lied". He states: "Morin and the Boosters swore up and down that the town would not be responsible for ANY costs for the lights."
If such is true, Morganika is factually correct on one count...
